Advocate Irshad Ahmad raised apprehension as NRC like paper demands by the field officer in the preparation of voter list in Bihar. As part of its ongoing electoral roll revision ahead of upcoming elections, the Election Commission has intensified its voter list verification process across Bihar. There are growing apprehensions among general pulic especially from marginalized and minority communities over potential exclusion due to excessive documentation demands resembling the National Register of Citizens (NRC) procedures.

Advocat Irshad Ahmad has expressed alarm that certain voters especially those from socio-economically weaker sections and historically marginalized communities are being asked to produce a disproportionate number of identity and legacy documents. These include land records, parental birth certificates, and residential proofs, which many individuals simply do not possess.

” Advocate Irshad Ahmad said that there is a worrying pattern. Field-level officials are asking for papers that go beyond what is normally required to register or verify a voter. This is creating fear and confusion, especially among the majority of the population in Bihar, who feel they are being unfairly targeted.

People in general, and political parties in particular, are trying to understand from the Election Commission the need for such a documentation exercise. However, the Commission has not halted the process. The methodology being followed on the ground appears exclusionary and discriminatory, posing a risk to the constitutional right to vote for thousands.

In districts like Kishanganj, Araria, Purnea, and Katihar, several residents have reportedly been told that failure to provide certain historical documents could result in their names being removed from the electoral rolls.

Advocate Irshad Ahmad have demanded an immediate review of the verification guidelines, greater transparency in implementation, and strict instructions to field officials not to demand documents beyond the permissible scope under the Representation of People Act, 1950.

Advocate Irshad Ahmad said that as Bihar gears up for elections, the integrity of the electoral roll and the inclusivity of the voter verification process will remain under intense public scrutiny
