Dr. Ambedkar International Centre Faces Questions Over Director’s Extensions and Contract Allegations

New Delhi :  A complaint concerning the functioning of an official at the Dr. Ambedkar International Centre, a prestigious government institution, has raised serious questions over administrative transparency and accountability. The complaint, reportedly submitted to the Prime Minister’s Office, the Ministry of Social Justice and Empowerment, the Central Vigilance Commission and the Member Secretary of the Dr. Ambedkar International Centre, raises questions regarding the tenure and alleged administrative decisions associated with the Centre’s Director, Mr. Akash Patil.

According to the complaint, Mr. Patil had joined the Centre on deputation from the Indian Army. After completing his initial two-year deputation period, he was reportedly granted extensions on three occasions and is now allegedly seeking a fourth extension. The complainant has termed the repeated extensions administratively inappropriate and has raised questions over the justification for continuing his tenure. Sources cited in the complaint have also alleged that Mr. Patil may receive another extension due to his proximity to the concerned minister. However, this allegation has not been independently verified.

The complaint has also raised allegations concerning Mr. Gaurav Meena, an NSL official working in a part of NBCC. Serious allegations of irregularities and alleged corruption have been levelled against him. The complainant, who requested anonymity, said that the letter had sought an impartial investigation into the entire matter so that the facts could be established independently.
One of the key issues raised in the complaint relates to the repeated extension of services to NSL despite allegations that its service charges are higher than those of other companies. The complainant has claimed that other government-sector companies are available to provide comparable or better services at lower service charges, yet the same company has allegedly continued to receive work extensions.

If established through an independent inquiry, such allegations could raise serious questions regarding the tendering process, competition and financial transparency within a government institution. The repeated extension of contracts becomes particularly significant when there are other potential service providers in the market and when public funds are involved.

The complaint raises several questions that require examination. Was a comparative financial and technical assessment conducted before every extension? Were proposals or quotations invited from competing companies? If so, on what basis were they evaluated? Was the decision to extend the existing contract supported by documented administrative and financial justification? These questions, the complainant argues, should be examined through an impartial process.

Another serious allegation concerns the agency responsible for maintenance work at the Centre. The complaint alleges that the same company handling maintenance services was also being assigned work related to organising events at the Centre. The complainant has questioned whether assigning different categories of work to the same agency repeatedly was consistent with established administrative and procurement norms.

If an agency is awarded contracts for substantially different types of work, the process through which those contracts were awarded becomes an important matter for scrutiny. It would therefore be necessary to determine whether separate tenders or selection procedures were followed for maintenance and event-related work, and whether other eligible agencies were given an opportunity to compete.

The complaint also calls for an independent review of the role of officials responsible for procurement, services and contractual arrangements at the institution. It alleges that the same service provider repeatedly benefited during their tenure and seeks a fair investigation into the circumstances surrounding such decisions. The complainant has demanded appropriate action if the allegations are found to be true.

At the same time, the allegations contained in the complaint have not been independently established. The version of the concerned officials and the company is also not available in the complaint. Therefore, the allegations cannot be treated as established facts unless they are substantiated through a competent and impartial inquiry.

However, the issues raised in the complaint — including repeated contract extensions, comparatively higher service charges and the alleged assignment of maintenance as well as event-related work to the same company — warrant scrutiny from the standpoint of transparency and public accountability.

As the Dr. Ambedkar International Centre is an institution associated with the legacy of Bharat Ratna Dr. B. R. Ambedkar, transparency in administrative decisions, procurement and utilisation of public funds assumes particular importance. A fair and independent examination of the allegations, if considered necessary by the competent authorities, could help establish the facts and strengthen public confidence in the institution’s functioning.
