ALL INDIA CONGRESS COMMITTEE
24, AKBAR ROAD, NEW DELHI
COMMUNICATION DEPARTMENT

Shri Rahul Gandhi, Leader of Opposition (Lok Sabha), addressed the media at Indira Bhawan, AICC Headquarters, today.

Shri Rahul Gandhi said — First of all, this is not the H-bomb. The H-bomb is coming. This is another milestone in showing the youth of this country how elections are being rigged.

So, I am going to make a claim here… a very strong claim about CEC Gyanesh Kumar and this is not something I am saying lightly. I am the Leader of the Opposition in the Lok Sabha; this is something I am saying after solid proof that I am going to show you — the youth of India, the people of India — today. Proof — i.e., black and white, absolutely clear — that the Chief Election Commissioner of India is protecting the people who have destroyed Indian democracy.Rahul Gandhi: “100% Proof” — CEC Gyanesh Kumar Accused of Shielding Voter-Deletion Operation hummernews.in

I am also going to show you the method by which votes are being added and deleted and I am going to show you how that is done. In election after election “someone” — some force, some group of people — has been systematically targeting millions of voters for deletion across India. This is something we have heard again and again. Different communities, mainly communities that vote for the opposition — Dalits, Adivasis, minorities, OBCs — are specifically targeted. We had heard this many times and now we found 100 percent proof of it.

Please understand I am not going to say anything on this stage that is not backed up by 100 percent proof. I am somebody who loves my country. I love my Constitution. I love the democratic process and I am protecting that process, and so I am not going to say anything here that is not going to be based on 100 percent proof that you can determine. The burden of… the judgment is yours. I am going to lay the proof in front of you. You will say — yeah! actually this is pretty solid proof.

Aland is a constituency in Karnataka (a presentation slide of Aland constituency was shown on the screen) — 6,018 votes. Somebody tried to delete 6,018 votes. We don’t know the total number of votes that were deleted in Aland in the 2023 election. They are much higher than 6,018, but somebody got caught deleting 6,018 votes and it was caught — like most crimes — by coincidence. What happened was: the booth-level officer there noticed that her uncle’s vote was deleted and so she checked who deleted her uncle’s vote and she found that it was a neighbour.Rahul Gandhi: “100% Proof” — CEC Gyanesh Kumar Accused of Shielding Voter-Deletion Operation hummernews.in

“The neighbour had deleted my uncle’s vote. She went to the neighbour and asked, ‘Why did you delete my uncle’s vote?’ The neighbour said — I don’t even know; I didn’t delete any votes.”

Neither did the person shown as deleting the vote, no! Nor did the person whose vote was deleted, no! Some other force hijacked the process and deleted the vote and, as luck would have it, got caught.

What does the operation look like? (A second slide was shown of the same constituency.) In Aland, 6,018 applications were filed impersonating voters. The people whose names appear to have filed these applications actually never filed them and we will show you evidence of that on the stage. The filing was done automatically using software — we will show you that. Mobile numbers from outside Karnataka, from different states — and you can see on the map (pointing to the map on the slide) — from different states were used to delete numbers in Aland and it was done targeting Congress voters. So, this was not random. We will show you again that these deletions were specifically targeting booths where the Congress party was winning.

Here is example number 1 (a slide was shown): a woman called Godabai — someone created fake logins and deleted 12 voters, attempted to delete more until the process was stopped. Godabai, of course, has no idea. Can you show us what Godabai has to say about this? (Requested to play Godabai’s statement.) (Godabai’s video was played.)

So, she has no idea. These were the cellphone numbers (a slide with cellphone numbers was shown) that were used to delete these people. These are not from Karnataka; these numbers are from different states, as you can see here (showing another slide).

So, the question is — whose numbers are these? How are they being operated? Where were they operated from? Who generated the OTPs to disturb the process? These are the questions that arise from this.

Here is example 2 — Suryakant (another slide was shown). This gentleman apparently deleted 12 voters in 14 minutes. He filed 12 deletion forms in 14 minutes. So, I would like you to meet him. He is here. That’s one of the people… that’s one — “Namaskar bhaiya, aaiye.” (Greeting the man: “Hello brother, please come forward.”)

Babita Choudhari is one of the voters whose name he is supposed to have deleted. This is the gentleman. “Their votes were being deleted. They are doing it — ask them… tell us.” That’s our candidate. (Introduced Congress’ candidate with the same man.)

(Suryakant spoke in Kannada.)
(Translator: “On my name, the names of 12 people were deleted. Although I don’t know about this, I never messaged anyone nor called anyone; this was found out when Babita came and asked — apparently messages were sent from my phone — but actually I did not message anyone.”)

Third example — Nagaraj (another slide was shown). Two applications were filed and submitted in 36 seconds. Please try to fill these forms and see how long it takes you. Try it — and I ask the youth of India — try it. Try to fill the two forms in 36 seconds; you will see the answer to this question. Notice also at what time this gentleman fills the form. For some reason he gets up at 4:07 in the morning and suddenly fills two forms in 38 seconds.

Now, let’s talk about how this is being done and why I am saying and we are saying that this is being done in a centralized manner and this is being done not using individuals but using software. Look at the serial numbers (a slide was shown with serial numbers) — serial number 1, serial number 1, serial number 1, serial number 1. Serial number 1 means that this is the first name in the booth. So, a software is picking up the first name in the booth and using it to delete voters. So, someone ran an automated programme that ensured the first voter of the booth was the applicant.

That same person got cellphones from outside the state, used them to file the applications and we are pretty certain that this was done in a centralized manner. This was not done at a worker level; this was done at a call-center level, okay!

Targeted deletion in strong Congress booths (read from the title of another slide). The top 10 booths with maximum deletions are Congress strongholds. Congress won 8 out of the 10 booths in 2018. This was not a coincidence; this was a planned operation.

Now, let’s come to why I am making such a direct accusation about this gentleman — Gyanesh Kumar (a slide was shown with the photo of Gyanesh Kumar). There is an ongoing investigation on this matter in Karnataka. The CID of Karnataka has sent 18 letters in 18 months to the Election Commission and they have asked the Election Commission for some very simple facts.

Number 1: give us the destination IP from where these forms were filled.
Number 2: give us the device destination ports from where these applications were filled.
And Number 3 — most important — give us the OTP trails, because when you file you have to get an OTP. 18 times in 18 months, the CID of Karnataka has written to the Election Commission for this and they are not giving it. Why are they not giving it? Because this will lead us to where the operation is being done from and we are absolutely convinced where this is going to lead.

I will give you a little bit of chronology — an FIR was filed in February 2023 (a slide was shown). Karnataka CID wrote to the ECI requesting all details of these numbers and these transactions almost immediately in March. In August, the EC gave a reply — it didn’t fulfil any of the demands and didn’t give us the information… didn’t give the CID of Karnataka the information that will lead them to their destination.

In January 2024, Karnataka CID wrote to the ECI again and said — please send us full information — no answer. By September 2025… the last letter went in September 2025 — the Karnataka CID has written 18 reminder letters. While this is going on, the Chief Electoral Commissioner of Karnataka wrote to the Election Commission in Delhi and said — there is a matter, please provide this information — and the CEC of Karnataka multiple times asked the Election Commission — no answer.

Now this is absolute solid proof that Gyanesh Kumar is protecting the people who are doing this. This is also absolute solid proof — what I have shown you — that this is being done in a centralized way, at scale and using large resources.

The question is — who is the “someone”? (Read the title of another slide.) And the answer is with the Election Commission today. The Election Commission of India knows who is doing this and I want every single youngster in India to know that they are attacking this (a copy of the Constitution was shown) and this is your future. When they are not giving this information, they are defending the murderers of our democracy and it is important that every youngster knows this — your jobs, your future, your aspirations all come from this instrument (again shown a copy of the Constitution) and the Chief Election Commissioner Mr. Gyanesh Kumar is not telling the CID of Karnataka who is doing this.

This is not an isolated case; there are many such cases. Here is another one — Maharashtra, Rajura. The same idea — 6,850 targeted voters added. In Aland we caught deletions; in Rajura we caught additions, but the basic idea is the same. Phones from outside… people who are supposed to have added voters don’t know that they have added voters… people whose votes were deleted don’t know that their votes were deleted.

You can see — you might remember those names there — ‘jwjwjwjw’ from the last presentation (another slide was shown) — same model. So, it is the same system that is doing this. It is doing it in Karnataka, it is doing it in Maharashtra, it has done it in Haryana, it has done it in UP and we have proof of all of it. Names are being filled, the address is — Sasti, sasti, sasti, sasti, name is — uqjjw.

So, what are we saying here? That the Chief Election Commissioner of India, Gyanesh Kumar, needs to stop protecting the people who are destroying Indian democracy. We have given you one hundred percent bulletproof proof here. It cannot be doubted; you have seen it with your own eyes. The Election Commission has to release this data — these phone logs, these OTPs — within a week, otherwise we will know for sure that Gyanesh Kumar is protecting the people who are destroying and attacking the Constitution.
